Do you already own the server software?
In this common scenario we take the software that you
already own* and then install it onto the server in the
Terminal Services Hosting environment and then allow
your authorized users to have access to it within their
hosted desktop environment - this works identically to having
the application installed on a server in your server
room and accessed via a desktop PC in your office space,
except that your people can access it anytime they need
to from wherever they happen to be (as long as they have
internet access, of course).

Have you not yet bought the server software?
If you do not already own the server software, and the
server product is a Microsoft one, then you have the
attractive option of acquiring it via subscription
licensing, rather than having to purchase it along with
all of the user licenses.
Microsoft's subscription licensing provides you with
the rights to the latest version available. So you
never have to worry about the purchase costs of
upgrading that software again, or the server hardware
that it is running on.
